A route may experience several of these at once. For example, a terminal can remain open while flooded roads prevent export containers from reaching the gate; after access returns, the missed boxes compete for the next sailing.
How floods interrupt each freight mode
Ocean freight and ports
Ocean cargo can miss a sailing even when the port itself never closes. Flooded supplier roads, barge restrictions, terminal gate interruptions, and unsafe drayage conditions can stop the container before cut-off. At destination, a discharged container may become available while the consignee, chassis provider, road, or warehouse remains inaccessible.
Ask for the vessel position, terminal gate status, cargo cut-off, container location, revised port rotation, and the next confirmed sailing. A port swap only works when customs, trucking, warehousing, equipment, and final delivery are also available.
Air freight
Air freight avoids a seaport backlog but still depends on road access, ground handling, warehouse power, and aircraft operations. Flooding can prevent tender before departure or recovery after arrival. Before switching urgent cargo to air, confirm that the origin airport accepts the cargo, the destination airport is operating, and both road legs are workable.
Rail and intermodal
Flooded track, damaged embankments, bridge restrictions, signal failures, and closed ramps can suspend a rail service. Recovery may require inspection before traffic resumes, and missed interchanges can persist after the affected section reopens. Request the operator's service bulletin, terminal status, new interchange plan, and cargo location before committing to a replacement corridor.
Trucking and warehousing
Road access is often the decisive constraint because every other mode begins or ends with a truck. Warehouses may also be physically dry but unable to operate because workers cannot reach the site, utilities are unavailable, or fire and safety systems have not been cleared. In the United States, a National Weather Service flood watch means flooding is possible and teams should prepare; a flood or flash-flood warning means flooding is imminent or occurring and requires action. Other countries use their own warning systems, so follow the national meteorological, water, transport, and emergency-management authorities for every node on the route.

Flood exposure on China export routes
Flood risk varies by basin, province, storm track, drainage, and the specific route. South China commonly faces a long rainy and typhoon season; the Yangtze basin and central provinces can experience river, urban, and flash flooding; coastal storm surge can affect both port and inland access.
For 2026, China's Ministry of Water Resources identified elevated June flood risk in parts of the Yangtze River and Pearl River basins and called for stronger early warning and emergency response. Treat that as a dated planning signal, not a permanent forecast. Check current China Meteorological Administration, Ministry of Water Resources, provincial, port, terminal, and carrier notices for each shipment.
The practical exposure map should include:
supplier factory and finished-goods warehouse;
roads, bridges, tunnels, ferry or barge links to the gateway;
container freight station, consolidation warehouse, terminal, airport, or rail ramp;
transshipment ports and intermodal transfer points;
destination terminal, customs examination site, warehouse, and final delivery road;
electrical power and refrigeration dependence at every holding point.

Do not choose an alternative simply because one port, airport, or railway is shown as open. The replacement is workable only if every required handoff is confirmed.
Water-resistant packing by cargo risk
The IMO/ILO/UNECE CTU Code explains that condensation risk depends on moisture in the cargo, packaging, and dunnage plus changing temperatures during transport. Desiccant can help manage condensation when correctly specified; it cannot protect cargo from standing floodwater or immersion.

A pallet or slip sheet can reduce wicking and contact with minor floor moisture, but it is not flood protection. Do not use a generic plastic wrap, desiccant quantity, corrosion inhibitor, or overpack without checking product compatibility, journey length, climate, dangerous-goods rules, and insurer requirements.
Before stuffing:
inspect the container roof, walls, floor, doors, gaskets, vents, and visible repairs;
reject a unit with holes, daylight penetration, persistent odor, active moisture, damaged seals, or contaminated flooring;
load only dry cargo, packaging, pallets, and dunnage;
protect cargo during transfer between the warehouse and container;
photograph the empty unit, doors, seals, packing layers, stow, and closed container;
record the container and seal numbers in the shipment file.
Action plan before, during, and after flooding
Before the high-risk period
Map every route node and the authority or provider that controls its status.
Classify cargo by stockout consequence, water sensitivity, temperature dependence, and inspection requirements.
Put packing controls into the purchase order and supplier instructions before production finishes.
Agree who can authorize a hold, sailing change, alternative port, air split, storage, or premium transport.
Pre-quote at least one alternative for critical cargo, including its inland legs and document changes.
When flooding becomes possible
Locate each shipment precisely: supplier, truck, yard, terminal, vessel, aircraft, train, destination terminal, or warehouse.
Confirm cut-offs, gate status, access roads, facility power, cargo acceptance, safe holding points, and next update time.
Advance only cargo that can reach an operating node safely; otherwise hold it in a controlled location.

During an active flood or closure
Do not direct drivers or warehouse staff into floodwater or an officially restricted area.
Follow the carrier, terminal, facility, and emergency authority controlling the affected node.
Preserve the cargo's custody trail and status without opening or moving exposed goods unless safety and mitigation require it.
Notify customers using the verified constraint and next decision time, not speculation about recovery.
Prepare documents for a route change, but execute only after the replacement route is confirmed end to end.
During recovery
Verify whether reopening is full, partial, daylight-only, appointment-only, or subject to equipment and road restrictions.
Ask for the shipment's actual queue position, availability, appointment, revised connection, and inland capacity.
Inspect exposed containers and cargo before an unqualified delivery receipt is signed.
Record free-time dates and charges; submit any relief or dispute request with evidence rather than assuming an automatic waiver.
Rebook missed cargo and expedite only the portion that protects a critical business date.
Run a debrief: first failed node, decision delay, added cost, damaged control, and change required before the next flood season.
Cargo damage and claim evidence
Floodwater can involve electrical, chemical, biological, and structural hazards. Do not ask staff to enter unsafe areas or handle potentially contaminated goods without an appropriate safety assessment.
If damage is visible or suspected:
photograph the container exterior, roof where visible, doors, seals, floor, water line, pallets, packaging, labels, and affected goods;
annotate the delivery receipt with observed condition rather than signing clean when damage is visible;
keep the damaged packaging and separate affected goods when safe;
notify the forwarder, carrier, warehouse, insurer, and cargo owner promptly under their required procedures;
request a joint or independent survey when appropriate;
preserve booking documents, packing specification, commercial invoice, packing list, tracking, notices, temperature records, and mitigation costs.
Liability, insurance coverage, notice requirements, demurrage, detention, and storage depend on the contract, tariff, policy, jurisdiction, custody, and facts. Common mistakes
Watching only the port. The first failed node is often a supplier road, bridge, warehouse, barge, rail ramp, or destination delivery route.
Using a universal delay buffer. Recovery depends on water depth, damage, inspections, queue size, equipment, power, and downstream access.
Treating reopening as full recovery. A node can reopen with restrictions while queues and missed connections remain.
Assuming a sealed container is waterproof. Damage, poor seals, transfer exposure, condensation, and immersion are different risks.
Rerouting without inland capacity. An open gateway can create a second delay if customs, trucking, equipment, or warehousing is unavailable.
Moving wet cargo before documenting it. That can weaken the evidence trail and create safety or contamination risk.
Expediting the full order. Protect the critical quantity and date rather than paying premium freight for low-priority units.
FAQ
How long do freight delays from flooding last?
There is no reliable universal number. Build the ETA from the affected node, cargo position, official restriction, inspection requirement, queue, next sailing or flight, equipment, and inland access. A short road closure and a multi-node flood require different buffers even when caused by the same storm.
Can floodwater enter a closed shipping container?
Yes. A container can admit water through damage, door gaskets, seams, vents, repairs, or prolonged exposure, and immersion creates a different risk from ordinary rain. Internal condensation can also damage cargo without external flooding. Inspect the unit and use cargo-specific inner protection rather than relying on the container alone.
Should I reroute to another port?
Only when the entire alternative route is confirmed. Check the new port call, terminal acceptance, customs and document changes, chassis or rail capacity, trucking, warehouse access, added cost, and delivery time. If the cargo remains safely at origin, holding may be better than moving it into another congested network.
Is air freight safer during a flood?
Not automatically. Air avoids a seaport queue but still depends on roads, cargo terminals, ground handling, warehouse power, and destination delivery. Air is most useful for a small critical quantity when both airport handoffs are operating and the product is eligible for air transport.
Who pays demurrage, detention, or flood-related storage?
There is no universal rule. Review the carrier tariff, terminal notice, transport contract, cargo availability, custody, and event-specific relief. Record closure notices, appointments, pickup attempts, and free-time dates, then submit a documented relief or dispute request promptly.
Does cargo insurance cover flood damage?
Coverage depends on the policy wording, insured journey, exclusions, deductible, custody, mitigation duties, and notice requirements. Physical water damage and financial loss caused only by delay may be treated differently. Ask the broker or insurer to confirm the actual policy before relying on coverage.
What should I do first when a shipment may be flood-exposed?
Locate the cargo and confirm whether people can access it safely. Then preserve official notices and tracking, establish custody, prevent further movement or exposure where possible, photograph condition, and contact the forwarder, carrier, facility, and insurer under the shipment's procedures.
